Accident Narrative
The pilot experienced a loss of engine power and executed a forced landing on a street. While landing, the tip of the vertical stabilizer snagged a guy wire that crossed the street. The aircraft came to rest on the street.
Maintenance Issues
The aircraft owner reported that the electrical fuel pump required a rotor and body kit. He purchased a kit that did not have a yellow overhaul tag. Personnel from the operator then overhauled, assembled, and installed the fuel pump. The operator was not an FAA-certified accessory repair station.
Subsequent examination of the electric fuel pump revealed numerous discrepancies, including a missing carbon vane. The missing vane was later found in the engine-driven fuel pump screen.
