Introduction
An aircraft operating under Instrument Flight Rules (IFR) was cruising at 17,000 feet while transiting a SIGMET area for severe icing. The pilot requested a descent due to airframe ice accumulation and turbulence.
Flight History
During the descent, the pilot reported shutting down the right engine. The aircraft proceeded to attempt an off-airport landing. On final approach, the aircraft stalled and entered a spin, resulting in ground contact. Chunks of ice were found near the wreckage.
Engine Examination
A post-impact examination of the right engine revealed cracks in cylinders #2, #5, and #4. The #4 cylinder had burned through at the exhaust port. The right magneto exhibited unacceptable outer case fractures, which were filled with a rubber-like sealant. The distributor block showed evidence of severe destructive arcing and crossfiring. No documentation of compliance with Bendix Service Bulletin No. 612, which addresses inspection of the magnetos, was found. Additionally, the right engine propeller was not found in the feathered position.
