Incident Overview
A pilot had completed herbicide application and was returning to a temporary operations area located half a mile away when the engine failed at an altitude of approximately 50 feet above ground level (AGL).
Landing and Ground Contact
The pilot executed a flare on a 45-degree downslope. During the maneuver, the helicopter's tailboom and rotor contacted the ground.
Fuel System Findings
Post-accident examination of the fuel system revealed that the fuel gauge indicated 18 gallons remaining. However, only about one pint of fuel could be drained from the system. The fuel quantity test system was found to be inoperative after the accident.
Pilot Actions
According to the investigation, the pilot did not visually check the fuel quantity prior to the flight.
