Sequence of Events
The aircraft was on an instrument landing system (ILS) approach to runway 32. The approach control (TRACON) provided vectors and airport weather information. The pilot inquired about a cell believed to be over the airport and was told to standby while the controller checked. The controller contacted tower personnel, who advised that visibility was 1 mile in heavy rain. However, the pilot was given a frequency change before that information was passed to him. The final controller later advised the pilot of the cell, which was located over the non-directional beacon (NDB)—1.6 miles from the runway along the ILS course. The pilot elected to continue the approach and was cleared to the tower frequency.
Final Approach and Loss of Control
As the aircraft neared the NDB, radar showed it was off course. The tower controller attempted to issue climb-out instructions, but the pilot declined them, stating he was having trouble controlling the aircraft. The pilot's last transmission acknowledged that he would turn 180 degrees to abandon the approach.
Crash
Witnesses observed the aircraft emerging from clouds in a steep dive and crashing approximately 1 mile from the airport. The crash occurred in 10 to 15 feet of water before the aircraft was recovered. No preimpact mechanical problems were found.
Weather Conditions
A weather study indicated cloud bases at 700 feet and radar echoes of at least moderate intensity (VIP level 2).
