Incident Overview
The pilot of aircraft N9843Y overran runway 22 after landing downwind during instrument weather conditions. The aircraft was operating under instrument meteorological conditions at the time.
Prior Advisories and NOTAM
Flight Service Station (FSS) had advised the pilot of a Notice to Airmen (NOTAM) stating that the Instrument Landing System (ILS) for runway 4 was out of service due to construction. However, another aircraft that landed on runway 4 approximately 15 minutes before the accident learned through UNICOM that the ILS had been reopened because construction had been halted. That same aircraft also reported to Chicago FSS that braking action on the runway was nil.
Pilot Actions
The pilot of N9843Y was informed of the poor braking action reported by the preceding aircraft. However, the pilot did not contact Kankakee UNICOM for local advisories before landing.
Outcome
After touching down on runway 22, the aircraft overran the runway. The report does not specify injuries, damage, or further consequences.
