Accident Overview
A pilot and a passenger were conducting a low-altitude flight over a sailboat regatta to photograph the sailboats. During the maneuver to obtain a photograph, the pilot reduced engine power and initiated a steep bank. The aircraft then entered an aerodynamic stall, and there was insufficient altitude for recovery. The airplane impacted the water in a left-wing-low, nose-down attitude and sank almost immediately.

The accident occurred approximately 23 miles north-northeast of Pellston, Michigan, at 1152 Eastern Daylight Time. The reported weather included an estimated 700-foot overcast ceiling, visibility of 3 miles with light rain showers and fog. Local winds were variable.
Occupant Injuries
The passenger escaped the aircraft with serious injuries and attempted to assist the pilot. However, the pilot had sustained a head injury that proved fatal.
