Flight and Weather
A non-instrument rated pilot received a weather briefing and filed an IFR flight plan. He departed Runway 34 at 1517 mountain standard time. Weather at the time included a low ceiling and restricted visibility due to fog and light snow. The tower controller saw the aircraft lift off at the end of the runway, then lost sight of it.
Pilot's Account
Shortly after takeoff, the pilot reported that the engine began running rough at about 200 feet above ground level and lost partial power. He said he circled back to the airport at minimum speed, losing approximately 50 feet per minute, while dodging buildings and trees. He attempted to land on Runway 34, but the aircraft nearly stalled. He then attempted to land on Runway 3, but the aircraft hit the perimeter fence and slid to a stop.
Investigation Findings
No preimpact mechanical problem was found. The 1525 MST weather at Ogden was, in part: sky obscured at 700 feet, visibility 3/4 mile with fog and light snow, temperature 30°F, dewpoint 27°F. According to icing probability charts, carburetor icing conditions prevailed. The airport elevation is 4470 feet.
