Incident Overview
During a balloon flight, the pilot reported that at takeoff the wind was calm. However, after approximately 45 minutes, the wind increased. The pilot decided to land in the nearest acceptable landing area. At the time of landing, the wind was about 15 to 18 knots.
Landing Sequence
Upon touchdown, the basket fell over, causing a passenger to fall out. Due to the loss of weight, the balloon became airborne again. It subsequently relanded, and during this second landing, the basket struck the passenger.
Passenger Restraint
The basket was not equipped with restraining devices to help occupants remain inside during the landing.
