Incident Overview
A student pilot was conducting touch-and-go takeoffs and landings on Runway 25 at Taft Municipal Airport. On the second landing, while on final approach, the pilot encountered a dust devil.
Sequence of Events
The pilot delayed initiating a go-around until the airplane was low to the ground and halfway down the runway. When he applied full power, the airplane did not immediately respond. The pilot then pulled the nose up, resulting in a loss of directional control and a stall. During the attempted go-around, the pilot failed to raise the landing flaps.
Conclusion
The airplane subsequently collided with a fence located north of the airport.
