Flight Departure
A private pilot departed without filing a flight plan, proceeding in instrument meteorological conditions toward a destination 20 miles to the north.
Observations
The airplane was observed flying at an altitude of 75 feet above ground level, following a country road that led to the airport. The pilot contacted the airport on the UNICOM frequency and inquired about the field elevation. The airport manager responded, informing the pilot that visibility and ceiling were both zero at the field.
Accident
Immediately after that communication, witnesses reported hearing the airplane fly over the field, followed by the sound of a crash. The wreckage was located approximately 250 yards from the field, where the airplane had collided with trees atop a steeply rising bluff.
