Preflight and Takeoff
Before takeoff, the pilot received a weather briefing and a local automated weather observation that reported standing lenticular clouds and a density altitude of 9,100 feet. He took off on runway 27, which sloped upward and was surrounded by mountainous terrain. The wind was reported from 270 degrees at 4 knots with gusts to 18 knots. The aircraft was loaded at or near its maximum takeoff weight.
Inflight Events
After lift-off, the pilot had difficulty establishing a climb. He reported that the aircraft would not climb after reaching 500 feet above ground level and began losing altitude. A passenger stated that the pilot circled and tried to gain altitude, but encountered a downdraft. The stall warning horn sounded almost continuously. The pilot said he turned back toward the airport, but the descent increased.
Landing and Aftermath
Subsequently, the pilot landed short of runway 27, and the aircraft hit ditches during the landing roll. The engine was not damaged and was returned to service without repair.
