What happened
The flight originated with an Instrument Flight Rules (IFR) clearance intended for a destination airport that lacked instrument approach procedures. As the aircraft approached its final destination, the pilot decided to cancel the IFR clearance while still in proximity to a different, nearby airport. The intention was to transition to Visual Flight Rules (VFR) and complete the remainder of the flight visually to the original destination.
While maneuvering near the intended destination airport, the aircraft was operating at low altitude. During this phase of the flight, the airplane encountered Instrument Meteorological Conditions (IMC). The sudden loss of visual references caused the pilot to lose control of the aircraft. The airplane departed controlled flight and subsequently impacted terrain.
The investigation
The investigation focused on the sequence of events leading up to the impact. It was determined that the destination airport did not have an instrument approach available. The critical decision point occurred when the pilot cancelled IFR at a location where visual conditions were not guaranteed for the remainder of the route. The transition from IFR to VFR in marginal weather conditions proved fatal.
Findings
The primary factor contributing to this accident was the encounter with IMC while maneuvering in low-level flight after cancelling IFR. The lack of an instrument approach at the destination airport likely influenced the pilot's decision-making, but the failure to maintain visual reference during the VFR segment led to a loss of control. The aircraft impacted terrain due to controlled flight into weather conditions.
Safety message
Pilots must ensure that adequate visual meteorological conditions exist before cancelling IFR. Transitioning from instrument to visual flight requires careful assessment of weather along the entire route, not just at the point of cancellation. If IMC is encountered after cancelling IFR, immediate action to revert to instrument procedures or divert to an alternate airport with suitable facilities is essential.
