Background
The aircraft was flown on a check flight after undergoing maintenance for an oil-and-filter change and replacement of leaking gaskets. The purpose of the flight was to verify the effectiveness of the repairs.
Accident Sequence
In the initial climb after takeoff, the pilot noted a momentary loss of engine power. This caused the pilot to turn the aircraft towards the airport. During the turn, the engine lost all power. The pilot then attempted to land, but the aircraft touched down short of the runway and struck a fence.
Investigation
A detailed inspection of the fuel system was conducted. The main fuel line connection to the fuel pump was found to be loose. When the boost pump was energized, the loose fitting leaked fuel in a substantial amount. The leakage was visually confirmed.
