What happened
The tower controller observed the aircraft depart from runway 24. Shortly after takeoff, the controller noticed the airplane circling approximately one-half mile off the end of the runway. The controller attempted to contact the pilot via radio but received no response. A few moments later, the controller observed the aircraft at a lower altitude just before it struck the ground.
The investigation
Examination of the wreckage revealed no evidence of a mechanical malfunction prior to impact. Toxicological analysis of the pilot's blood indicated a significant presence of alcohol.
Findings
The pilot's blood alcohol level was determined to be 0.27 percent. This level is well above the legal limit for operating an aircraft and likely impaired judgment and motor skills. The lack of radio response suggests the pilot may have been incapacitated or unable to operate the communications equipment effectively.
Safety message
Operating an aircraft while under the influence of alcohol poses a severe risk to safety. Pilots must ensure they are sober and fit to fly before attempting any operation.
