Due to ATC workload, vectors were not provided for the ILS Runway 5 approach. N673Q was cleared for the ILS with instructions to proceed direct to the outer marker and maintain 3,500 feet. The pilot turned left at HOSSY instead of executing a procedure turn, and radar data showed the flight path south of the inbound course and beyond the terminal VOR. A 3.5-foot section of the right wing was recovered near a 200-foot tower north of the airport.

Circumstances

The incident involved aircraft N673Q during an instrument landing system (ILS) approach to Runway 5. Air traffic control (ATC) workload prevented the controller from providing vectors for the approach. After the aircraft was flown through the final approach course, ATC cleared N673Q for the ILS approach and instructed it to proceed direct to the outer marker, designated HOSSY. This required an approximate 180-degree right turn. The pilot was further instructed to maintain 3,500 feet until reaching HOSSY; the glideslope intercept altitude at HOSSY was 2,300 feet.

Approach and Missed Approach

Instead of executing a procedure turn, the pilot turned approximately 90 degrees inbound (left turn) at HOSSY. Recorded radar data indicated that the aircraft's flight path from HOSSY to the missed approach point was south (right) of the inbound course. Additionally, radar data showed the airplane proceeding northbound beyond the terminal VOR. The missed approach procedure for the ILS Runway 5 approach requires a climbing right turn to 3,000 feet. This right turn is designed to provide clearance from a mountain with towers located north of the airport.

Wreckage Information

A 3.5-foot section of the right wing was recovered approximately 5 feet from the top of a 200-foot tower. The tower is situated about 1.5 nautical miles north-northeast of the runway.
