Accident Overview
A pilot conducting a banner pick-up reported a rudder issue and a tendency for the airplane to turn left. After managing to return the aircraft over the runway, the pilot initiated a go-around when the airplane was approximately 5 to 10 feet above the runway surface. During the go-around, the airplane entered a climbing left turn while the banner remained attached. The aircraft subsequently stalled and impacted terrain south of the airport.

Post-accident examination revealed evidence that the tow line had become entangled on the right rudder horn. This entanglement resulted in diminished aircraft control, consistent with the pilot's report of rudder problems and left-turning tendencies.

The pilot successfully completed the banner pick-up but immediately reported control difficulties. Despite the issues, the pilot was able to reposition the airplane back over the runway. The decision to execute a go-around at low altitude, with the banner still attached, led to a climbing left turn that developed into an aerodynamic stall.
