Accident Overview
A noninstrument-rated private pilot contacted Flight Service Station (FSS) for a weather briefing prior to departure. The briefer recommended that the pilot not fly under visual flight rules (VFR). The pilot responded that he would not fly in the existing weather conditions. Despite this, the pilot departed on runway 17 at approximately 1643 local time.
The airplane climbed to about 2,000 feet above ground level (agl) and then began descending. Several witnesses observed the airplane "spinning very rapidly out of the clouds to the ground."
Pilot Actions
The pilot, who held a private pilot certificate but was not instrument rated, obtained a weather briefing but did not follow the briefer's advice to avoid VFR flight. After stating he would not fly in the conditions, he proceeded with the departure.
Weather Conditions
A witness who departed the airport approximately 20 to 30 minutes before the accident reported the local weather: visibility was 5 miles with haze, the cloud condition was generally overcast with some areas of occasional broken, cloud bottoms were at about 1,500 feet agl, and cloud tops were around 2,200 feet agl. These conditions were marginal for VFR flight and likely required instrument skills the pilot lacked.
