A twin turbojet airplane experienced a gradual loss of electrical power and total battery drain, leading to a gear-up landing after failed emergency gear extension attempts.

Flight Sequence

The flight crew taxied out to the departure runway with only the right engine running. After receiving takeoff clearance, they started the left engine and taxied onto the runway. Following takeoff, the crew began to experience a loss of radio communications, transponder transmissions, autopilot control, and annunciator and panel lights.

Crew Actions

The crew attempted a landing after selecting normal landing gear extension. Realizing the gear had not extended, they performed a go-around. The captain then attempted to extend the landing gear using the emergency blow down system but failed to hold the handle until it latched, preventing proper extension. The crew subsequently landed the airplane with the landing gear retracted without utilizing the emergency free fall system.

Checklist and System Review

Review of the cockpit voice recorder revealed no indication that the flight crew completed the engine start checklist, which would have put the engine-driven generators online. There was also no evidence that the crew examined the electrical system or performed an electrical failure checklist. It was apparent that the crew failed to properly perform alternate landing gear extension methods.

Post-Accident Examination

Examination of the electrical system after the accident found no anomalies that would have prevented normal operation of the primary electrical system or either the normal or emergency landing gear extension systems.
