Accident Overview
A non-instrument rated pilot operating under a special visual flight rules (SVFR) departure clearance encountered instrument meteorological conditions (IMC) after climbing into a layer of clouds. The pilot subsequently experienced spatial disorientation, leading to an uncontrolled descending spiral and impact with the ocean.
Weather and Departure
Prior to departure from an airport with an elevation of 254 feet mean sea level (MSL), the pilot had been advised of local weather conditions indicating a cloud base of about 700 feet above ground level (AGL) and deteriorating weather with decreasing ceiling and lowering visibility. A witness observed the airplane take off and reported losing sight of it seconds after it entered the base of the overlying marine layer of stratus clouds.
Radar Data and Witness Accounts
Recorded radar data indicated that within two minutes, the airplane had climbed to approximately 1,400 feet, whereupon it entered a right graveyard-like spiral from which it did not recover. Other witnesses located on the shoreline or in boats on the bay reported hearing the sound of an airplane in a dive and observed the airplane fly out of the clouds, diving steeply toward the water. The airplane then pulled out of the dive, rolled inverted while climbing, and upon reaching the apex of its short climb, dropped suddenly into what appeared to be a straight downward dive, descending at a near 90-degree angle directly into the water.
Engine and Wreckage Examination
At no time did the airplane's engine sound as if it were under stress, faltering, or sputtering. The extensively crushed and fragmented wreckage was recovered from the bay and examined, with no preimpact mechanical malfunctions or failures identified.
