Accident Details
A pilot reported an accident during an instrument landing system (ILS) approach to runway 07. According to the pilot, the airplane descended out of an overcast cloud layer approximately 200 feet above ground level (AGL). Visibility at that time was about 3/4 statute mile. Upon breaking out of the clouds, the pilot observed that the threshold of the 3,500-foot runway was offset to his right.
To prevent a stall, the pilot added power and maneuvered the airplane toward the runway. He subsequently landed on the runway centerline, but approximately 1,700 feet from the departure end. The airplane could not stop within the remaining runway distance and overran the departure end.
Performance and Weather
The calculated no-wind landing distance at maximum gross weight was about 1,450 feet. Weather recorded at the airport two minutes after the accident included winds from 050 degrees true at 6 knots, a 100-foot overcast ceiling, and visibility of 1/4 statute mile. The approach procedure minimums for the ILS required a 200-foot ceiling and 3/4-statute-mile visibility.
Pilot Statement
The pilot stated that he had landed too fast and that the cause of the accident was his failure to initiate a go-around when he was not in a proper position to land.
