Incident Overview
During the initial climb at approximately 800 feet mean sea level, the airplane experienced a partial loss of engine power. The pilot executed a 180-degree turn in an attempt to return to the departure airport but was unable to maintain altitude. The airplane was subsequently ditched in shallow water approximately 2 miles south of the airport.
Pilot Statement
The pilot reported that the power loss may have been caused by an obstruction of the airplane's single fuel vent. However, examination of the wreckage revealed that both fuel tanks contained fuel and the fuel vent was not blocked.
