Accident Overview
The aircraft was conducting an instrument flight rules flight and had received clearance for an instrument landing system approach to the destination airport. Radar tracking data indicated that during the final approach, the aircraft's lateral position stayed within the localizer beam but oscillated to the left and right of the center. The altitude data revealed that the descent profile was not stabilized, with the aircraft remaining above the upper bound of the glideslope beam for approximately two minutes before the radar data ended. The final calculated descent rate was about 1,500 feet per minute, and the calculated airspeed was about 77 knots.
Aircraft and Systems
Post-accident examination found no preimpact deficiencies with respect to the airframe, engines, or systems. All components were functioning normally prior to impact.
Weather Conditions
The prevailing weather at the time included an overcast ceiling at 1,700 feet and the presence of icing conditions. Air traffic control communications confirmed that the pilot was informed of the icing conditions.
Approach Profile
The approach was characterized by lateral deviations within the localizer beam and a persistently high altitude relative to the glideslope. The descent rate and airspeed at the end of the data indicate a high-energy condition inconsistent with a stabilized approach.
