Incident Overview
On October 24, 2014, an incident involving a North American NA 265-80 aircraft occurred. The Civil Aeronautical Authority of Panama (AAC) notified the National Transportation Safety Board (NTSB) of the event. The NTSB has appointed a U.S. Accredited Representative to assist the AAC investigation under the provisions of ICAO Annex 13 as the State of Manufacturer and Design of the airplane.
Investigation Process
Under ICAO Annex 13, the state in which an accident or incident occurs is responsible for the investigation. When the aircraft is manufactured in another state, that state may appoint an accredited representative to participate. In this case, the AAC, as the state of occurrence, leads the investigation. The NTSB, representing the United States as the state of manufacturer and design, has appointed an accredited representative to assist. All investigative information will be released by the AAC. The investigation will determine the circumstances of the incident.
