What happened
Due to the nature of the incident, the National Transportation Safety Board (NTSB) delegated the investigation to the Civil Aviation Authority (CAA) of Qatar. As the State of Manufacturer and Design, the NTSB appointed a U.S. Accredited Representative to support the Qatar CAA investigation in accordance with ICAO Annex 13 provisions.
