Under the provisions of ICAO Annex 13, the South African Civil Aviation Authority (SACAA) is leading the investigation. The NTSB has appointed a U.S. Accredited Representative to assist the SACAA in its investigation, acting as the State of Manufacturer and Design for the helicopter and engine. The aircraft involved was registered as ZS-HFF.
