On 30 March 2018, a Pegasus Airlines Airbus A320 Neo (TC-NBF) touched down before the displaced threshold of runway 08L at Bucharest Henri Coandă International Airport, damaging tires and runway lighting. No injuries were reported.

History of Occurrence

On 30 March 2018, an Airbus A320-251N, registered TC-NBF, operated by Pegasus Airlines, performed a commercial flight from Istanbul (LTFJ) to Bucharest Henri Coandă International Airport (LROP). Around 11:15 LT (08:15 UTC), the aircraft touched down on runway 08L before the displaced threshold and vacated via the "V" taxiway. After landing, the aircraft taxied to its designated stop, and passengers disembarked normally. There were no injuries.

Damage

The right tire of the nose landing gear and the left tire of the main right landing gear were damaged by remains of signal lights. Two lamps from the lighting signal assembly of the displaced threshold of runway 08L were destroyed, along with wiring.

Aircraft and Crew Information

The aircraft, an Airbus A320-251N (registration TC-NBF), was equipped with two Pratt & Whitney PW 1000G engines. The pilot held a valid ATPL(A) license and medical certificate; the co-pilot held a valid CPL(A) license and medical certificate. The flight was a commercial operation with an unknown number of passengers.

Runway Status

At the time of the incident, runway 08L had a displaced threshold of 1250 meters due to repair works, leaving an available landing length of 2237 meters. This information was published in AIRAC AIP SUPPLEMENT 04/17 and a Jeppesen temporary airport map. The GS (Glide Path) and DME for runway 08L were unserviceable; PAPI (3°) was temporarily installed at 323 meters from the displaced threshold.

Meteorological Conditions

The METAR at LROP at 08:00 UTC indicated wind from 060° at 4 kt, visibility over 10 km, and no significant weather. Weather did not influence the incident.

Analysis

Radar recordings from the airport's A-SMGCS showed the aircraft on runway 08L within the restricted area at 08:15 UTC. The pilots were aware of the displaced threshold. The pilot flying performed a visual non-precision approach. It is possible the pilot had a wrong visual reference, as the aircraft touched down in the touchdown zone for the runway without the displaced threshold. The PAPI system, repositioned for the displaced threshold, may not have been used. The pilot monitoring, as pilot in command, took no action to correct the vertical position. There was no efficient cockpit communication; no standard call-outs were performed.

The runway was closed by NOTAM at 11:30 LT (08:30 UTC).
