Incident Overview
The pilot of an airplane experienced a complete loss of engine power during cruise flight at approximately 1,800 feet above ground level. The pilot had attempted to refuel the airplane at the departure airport after a previous flight of about 3.8 hours, but the self-service fuel station failed to dispense fuel. Subsequently, the pilot visually checked the fuel tanks and, after calculations, determined that sufficient fuel remained for the planned flight.
Emergency Response
After the engine stopped, the pilot established best glide speed and aimed for a nearby airport. However, as the airplane neared the airport, it became apparent that it would not reach the runway. The pilot executed a 180-degree turn and landed on a snow-covered frozen lake with the landing gear retracted.
Aircraft Damage
The airplane sustained substantial damage to the left wing and fuselage as a result of the landing on the frozen lake surface.

The pilot reported that there were no preaccident mechanical failures or malfunctions with the airplane that would have precluded normal operation.
