Incident Notification and Jurisdiction
The Civil Aeronautics Technical Committee (CETAC) of Costa Rica formally notified the National Transportation Safety Board (NTSB) regarding an aviation incident. This event involved a Boeing 737 aircraft and took place on July 11, 2019. As the investigation is led by the state where the incident occurred, Costa Rica retains primary jurisdiction over the inquiry.
U.S. Involvement and Regulatory Framework
In accordance with ICAO Annex 13, which governs international accident investigations, the NTSB has designated a U.S. Accredited Representative. This appointment allows the United States to participate in the investigation as the State of Manufacturer for the aircraft involved. The representative’s role is to assist the CETAC team, ensuring that the interests of the manufacturer's state are addressed within the collaborative framework.
Information Release Protocol
The NTSB has clarified that all investigative data and findings will be officially released by the CETAC of Costa Rica. This protocol ensures a single source of truth for public information regarding the incident, maintaining consistency with international aviation safety standards.
