Incident Notification
The Transport Safety Investigation Bureau (TSIB) of Singapore has informed the National Transportation Safety Board (NTSB) of an incident involving a Boeing 747-400. The event occurred on December 10, 2019. In response, the NTSB has designated a U.S. Accredited Representative to participate in the investigation.
Investigation Framework
The appointment was made under the provisions of Annex 13 to the Convention on International Civil Aviation, which outlines standards for aircraft accident and incident investigation. As the State of Manufacturer and Design of the airplane, the United States is entitled to appoint an accredited representative to assist the investigating authority.

All investigative information pertaining to this incident will be released by the TSIB, which is leading the inquiry.
