Accident
On final approach to Xieng Khouang Airport, an aircraft descended too low, impacting trees and crashing in a dense wooded area approximately 1,500 meters short of the runway. The aircraft burst into flames upon impact. The crash and subsequent fire destroyed the aircraft.
Victims
The accident resulted in the deaths of 14 occupants at the scene. Three others were injured, including a nurse. One day later, two of the injured survivors died from their injuries, leaving the nurse as the only survivor.
Passengers
Among the passengers were members of the Laotian Government traveling to Xieng Khouang to attend a celebration of the creation of the 2nd Division of the Laotian Army. Notable passengers included Laotian Ministry of Defense and Vice-Prime Minister Mr. Douangchay Phichit, Secretary of the National Party Mr. Cheuang Sombounkhanh, Mayor of Vientiane Mr. Soukanh Mahalath, and Laotian Ministry of Public Safety Mr. Thongbanh Sengaphone.
Probable Cause
For an unknown reason, the crew was approaching the airport at a too low altitude.
