Accident Overview
On approach to Racine-Horlick Airport in poor weather conditions, a twin-engine airplane struck the water surface and crashed into Lake Michigan. The aircraft was lost, and all five occupants were killed.
Weather Conditions
At the time of the accident, visibility was limited to one-quarter mile. The sky condition was 700 feet overcast, with the airport reporting 100 to 200 feet overcast.
Probable Cause
The official investigation determined the probable cause to be improper IFR operation on the part of the crew. Contributing factors reported included low ceiling and fog, as well as limited visibility.
