During the 'Qinghe 7' military exercise, two Fairchild C-119 transport aircraft belonging to the Republic of China Air Force departed from Hsinchu Airport. The flight carried a total of 70 personnel, including paratroopers.

Shortly after the takeoff phase, while the aircraft were cruising over the Linkou area, the two planes became separated. During this period, the aircraft registered as 3117 crashed into Mt Guanyin, located in the New Taipei District. The impact resulted in the total destruction of the airframe.
