Overview
The Gabinete de Prevenção e Investigação de Acidentes com Aeronaves e de Acidentes Ferroviários (GPIAAF) published Safety Study 2021-SS-01, titled "Safety study on general aviation events ALTO – Approach, landing and Take-off Accidents (2011 to 2021)." The study is intended to present information to assist in the prevention of accidents and incidents in national general and light sport aviation.
Scope
The study covers approach, landing, and take-off events (ALTO) that occurred between 2011 and 2021. It includes both accidents and incidents. The document is published in two languages, Portuguese and English, with the Portuguese text prevailing in case of discrepancies.
Content
The study is structured into several chapters: a safety study framework, a national perspective, selected events, latent conditions, decision-making processes, consequences, and main conclusions. It also includes an annex (Annex I) detailing specific ALTO events, identified by their occurrence numbers and aircraft registrations such as CS-DIN, CS-ASQ, CS-AHW, CS-ADF, CS-UQD, CS-USR, G-AWXR, and CS-XAB.
Units and Conventions
The study uses the International System of Units (SI) in accordance with ISO/IEC 80000 series and Portuguese standard NP 9:1960. Where aeronautical practice commonly uses other units, those are indicated with SI equivalents.
Purpose
As a safety investigation body, GPIAAF conducts technical processes solely for accident prevention, not to apportion blame or liability. This study aligns with Annex 13 to the Chicago Convention and EU Regulation No. 996/2010.
