Preliminary Investigation of Cessna 421B Runway Excursion at Ocumare del Tuy (YV1207)

Incident Overview and Aircraft Details On August 8, 2022, a Cessna 421B aircraft, registration YV1207, serial number 41B0244, operated by Inversiones 421-0244 C.A., filed a flight plan for a functional check flight at Aeropuerto Metropolitano in Ocumare del Tuy, Miranda State, Venezuela (SVMP). The aircraft, manufactured in 1972 by Cessna Aircraft Company, is equipped with two TCM engines and McCauley propellers. It has a maximum takeoff weight of 7,450 pounds and a capacity for one pilot and seven passengers. ## Operational Sequence and Event At approximately 17:00 UTC, the pilot initiated engine start and pre-taxi checks, including a brake check that reportedly functioned correctly. After taxiing to the general ramp for security inspection, the aircraft was cleared to taxi to the holding point for runway 08. As the aircraft approached the holding point near the windsock, the pilot reported that the right brake did not respond during braking.
