Flight Planning
The pilot-in-command (PIC) submitted a flight plan via the internet-based flight plan submission system to the Regional Center of the Unified Air Traffic Management System (Petropavlovsk-Kamchatsky). The flight was planned for class C and G airspace. Permission was granted on 18 December 2024 at 10:27.
Pre-flight Activities
On 19 December 2024 at 08:30, the crew arrived at Milkovo airfield. A pre-flight medical examination was not conducted; the PIC made the decision to clear the crew for flight, which is permitted under FAR-128 Section 8.10.1. At 07:55 and 08:45, the PIC received meteorological information by telephone from the aviation meteorological center (AMC) Elizovo and the aviation meteorological station (AMSG) Ossora. The briefing included actual and forecast weather conditions for Milkovo, Ossora, and the Klyuchi weather station. Based on this information, the PIC elected to conduct the flight under visual flight rules (VFR).
Loading and Departure
The crew performed the pre-flight inspection. Subsequently, cargo with a total mass of 1,262 kg was loaded into the cargo cabin, accompanied by a passenger. At 09:32, the PIC established contact with the Milkovo tower controller and requested engine start. After starting the engine and verifying aircraft systems, the PIC taxied the aircraft to the runway.
