Introduction
On September 17, 2016, at 20:57 local time, the Unified Duty Dispatch Service of Staromaynsky District, Ulyanovsk Region, received a telephone report from a witness stating that an aircraft was lying on the road at the turn to the village of Tatarskoye Uraykino (on the Staraya Maina – Krasnaya Reka – Bryandino highway). Police officers arriving at the scene discovered the aircraft, an Antonov An-2 with registration RA-84566. They found that the crew was absent and the entry door was secured with a padlock.
Ownership and Operation
The An-2 RA-84566 was owned by LLC Aviapartner based on a purchase agreement dated October 1, 2014, between LLC Agro-Avia (seller) and LLC Aviapartner (buyer). In September 2016, the aircraft was performing agricultural chemical work (AChW) in Ulyanovsk Region under a contract dated April 4, 2016, between LLC Petrovskoye (customer) and LLC Technoservice-A (executor). According to the director of LLC Petrovskoye, located in Cherdaklinsky District, Ulyanovsk Region, he signed the service agreement No. 8-AChW with LLC Technoservice-A, registered in Rostov-on-Don, on April 4, 2016. The aircraft arrived for work on fields belonging to LLC Petrovskoye on September 5, 2016.
Event
On September 15, 2016, the pilot-in-command called the director of LLC Petrovskoye and reported that the work under the contract had been completed, and that the work acceptance certificates would be prepared later, as he had urgent work and needed to depart. On September 17, 2016, at 20:57, the aforementioned witness report led to the discovery of the aircraft.
