Flight Overview
On 27 December 2021, a Mi-2 helicopter registered RA-15671, owned by Kazan Aviation Enterprise, performed a flight to survey a main pipeline route for Transneft Prikamye. The flight was conducted under a service contract for aviation patrol of the customer's facilities dated 9 January 2020 (No. TPK-2960/01-09-01/19).
Pre-flight Preparations
At approximately 10:40, the pilot in command (PIC) of the Mi-2 arrived at the helicopter's base, Izhevsk Airport. At 10:45, the PIC underwent a pre-flight medical check at the health center of the medical unit of Izhavia. Meteorological information, both actual and forecast, was obtained by the PIC from the automated information system MetAvia2. The weather conditions did not preclude the mission.
On 25 December 2021, during post-flight preparation, the helicopter was refueled with 660 liters (533 kg) of TS-1 fuel, bringing the total fuel volume to 1020 liters (824 kg). The fueling was based on a request dated 25 December 2021 (No. 027597). A fuel quality certificate dated 8 December 2021 (No. 524) was provided to the commission.
The flight plan for the Mi-2 RA-15671 was submitted on 26 December 2021 via the Internet and telephone network flight plan submission system. The airspace along the requested route was classified as classes C and G.
Aircraft Loading and Weights
According to the flight assignment No. 2596/6, the crew was authorized for flights under VFR minima: visibility 150 meters, cloud base 2000 meters, wind speed 18 m/s. On 27 December 2021, between 10:00 and 12:00, specialists from Kazan Aviation Enterprise performed operational maintenance in the form of OV1+OV, work order No. 696I.
The helicopter's load consisted of one passenger (a customer representative) and 10 kg of service cargo. The takeoff weight was 3550 kg, which corresponded to the maximum allowable value. The center of gravity at takeoff was +0.145 meters, within the operational range for the Mi-2 helicopter (from +0.18 to -0.01 meters).
