On 6 October 2015, the owner/pilot of a Pelican-2 seaplane RA-0441A flew with a passenger to Lake Mukhryno to set fishing nets. On 10 October, the pilot planned a return trip to retrieve the nets. The pilot did not undergo a preflight medical examination, which was permissible under regulations.

On 6 October 2015, the owner of the Pelican-2 seaplane (registration RA-0441A), who also acted as the pilot, together with a passenger from Khanty-Mansiysk, conducted a flight to Lake Mukhryno and back. The purpose of the flight was to install fishing nets on the lake. According to a witness statement dated 21 October 2015, the pilot and passenger loaded a black plastic box containing nets, two rubber boats, a thermos with tea, and two oars into the seaplane. They departed from a quarry water area near an asphalt concrete plant (ABZ) at approximately 12:00 local time. After about three hours, they returned to the quarry, where the witness met them. The next flight to retrieve the nets was planned for 10 October 2015.

On 10 October 2015, the pilot intended to fly from the water area near the ABZ to Lake Mukhryno to collect the fishing nets and then return. The planned route was between these two water bodies.

Preflight Preparations

On the morning of 10 October 2015, the pilot arrived at the base location and began preflight preparations of the aircraft. According to the witness, they picked up the passenger and then drove to the quarry, where they met the pilot. The pilot did not undergo a preflight medical examination. This was not in violation of the requirements of Federal Aviation Regulations (FAP-128), as medical examinations are not required when flights are conducted from aerodromes or landing sites without a qualified medical professional.
