What happened
During a flight traveling from Khanty-Mansiysk toward Tobolsk, a single-engine aircraft encountered severe weather characterized by heavy rainfall and extremely low visibility. While maintaining an altitude of 191 meters, the plane collided with a chimney belonging to an electrical power plant. The impact caused the aircraft to stall and subsequently crash, resulting in a post-impact fire. There were two fatalities among the crew members.
Findings
Investigations into the accident determined that the flight crew did not adhere to established procedures or the designated flight path. At the time of the collision, the aircraft had drifted from its assigned route and was operating at an altitude that was too low for the conditions. The presence of heavy rain and the resulting lack of visibility were identified as significant contributing factors to the event.
