What happened
On July 5, 1996, at approximately 08:00 local time, the pilot of a Piper Arrow IV PA-28RT-201T, registered as HB-PMW, departed from Basel-Mulhouse Airport. The aircraft was operated privately and intended for a local visual flight rules (VFR) flight with an eventual destination of Yverdon. After receiving taxi clearance and takeoff authorization from runway 16, the pilot communicated his intention to maintain an altitude of 3,000 feet. Shortly after departing, he reported being at the SW waypoint at that altitude before leaving the frequency.
The flight path, reconstructed via a portable GPS unit found in the wreckage, indicates the aircraft flew directly toward Yverdon until near Delémont. Witnesses in the La Neuveville area reported hearing a loud engine noise followed by the sound of breaking branches and a crash around 08:30. Agricultural workers nearby confirmed hearing the engine accelerate just before impact. The aircraft struck the tops of coniferous trees on a steep slope north of La Neuveville at an altitude exceeding 2,800 feet. The right wing broke off upon impact with the tree canopy, and the fuselage slid through the forest for approximately 50 meters before coming to rest inverted. A secondary fire destroyed the cabin, but forensic analysis confirmed it started only after the initial ground impact.
The investigation
The Swiss Transportation Safety Investigation Board (SUST) examined the technical condition of the aircraft, the pilot's qualifications, and the meteorological environment. Technical inspections revealed no mechanical failures that could have caused a distress situation. The engine was producing power at the time of impact, evidenced by debris ingestion in the turbocharger compressor and deformation of the propeller blades. The landing gear was partially extended, likely to reduce speed during descent.
Meteorological data showed broken cloud layers with bases at 1,300 meters (approx. 4,200 feet) above mean sea level, with lower stratus banks and fog patches in the Jura region. The accident site was located in an area where the terrain rose sharply to over 400 meters, with the summit obscured by clouds. The pilot had not consulted the available weather briefing service at Basel-Mulhouse before departure.
Findings
The investigation established that the pilot failed to obtain a proper weather briefing prior to flight, relying instead on his familiarity with the terrain and a portable GPS. As he approached the Jura mountains, he encountered instrument meteorological conditions (IMC) due to low cloud bases and fog. The aircraft was flying below the minimum safe altitude required for that sector, which was approximately 5,000 feet. The pilot attempted to descend through a break in the clouds near La Neuveville but did not realize he was no longer over Lake Biel. He continued his descent into the mountainous terrain, resulting in controlled flight into terrain (CFIT). The Piper PA-28RT-201T was destroyed, and the pilot suffered fatal injuries.
