THE AIRPORT MAINTENANCE PERSONNEL'S INADEQUATE MAINTENANCE OF THE RUNWAY BY NOT REPLACING THE YELLOW CONES THAT MARKED THE SOFT AREA. THE SOFT AREA ON THE RUNWAY WAS A RELATED FACTOR.
