IATA calls for multilayered approach to air cargo security

IATA says screening alone cannot address the risk of undeclared and misdeclared dangerous goods in air cargo, and is urging broader collaboration across the supply chain.

The International Air Transport Association is pressing for stronger cooperation across the air cargo supply chain, arguing that a multilayered approach is needed to address the risks of undeclared and misdeclared dangerous goods.

Screening matters, the association said, but it is one layer among several rather than a complete answer to the problem.

IATA pointed to existing dangerous goods regulations, which it said allow such shipments to travel safely by air. Even so, the association reported that about 80 percent of dangerous goods incidents logged with it in the first half of 2025 involved items that were undeclared or hidden.

The figures were cited as evidence that compliance gaps persist despite the rules already in place, and that responsibility for closing them is shared by parties across the supply chain rather than resting with a single checkpoint or process.
