B757 First Officer reported finding during pre-flight walk around there were screws missing on the pylon and wing fairings.

Narrative

This has got to be my third report about these missing screws on the pylons and wing fairings. I still have not seen a new pilot bulletin about this continued issue. Another missing screw on the pylons exhaust vent that ends up missing a plate behind it. Turns into another two plus hour delay because pilots aren't doing a proper walk around; either because they're lazy or not properly trained. Don't understand why Maintenance isn't catching these either but have no trouble giving attitude when I write it up. Are we not going to be happy until a panel falls off? Issue a new bulletin and get people more training. It's that simple. Our customers deserve better than two hour delays over missing screws in the same location.
