Weather Briefing and Flight Intent
A pilot obtained a weather briefing (WX briefing) for a planned flight to Dodge City, Kansas. During the briefing, a Flight Service Station (FSS) specialist asked the pilot whether he intended to file the flight under Instrument Flight Rules (IFR), given that the destination airport was reporting Instrument Meteorological Conditions (IMC). The pilot responded affirmatively, indicating he would fly under IFR.
Ground Witness Observation
A ground witness located in Haviland, Kansas, approximately 5 miles east of the accident site, reported observing an airplane flying westward. The witness noted that the aircraft was paralleling U.S. Highway 54 and a single railroad track. According to the witness, the airplane was flying at an altitude below the top of a 319-foot watertower.
Pilot Proficiency
The pilot's wife stated that her husband was capable of flying the airplane under instrument weather conditions. She further indicated that he had demonstrated this ability on two prior occasions by climbing and descending through clouds.
