Background
The pilot received a pre-flight briefing on IFR and snow precautions, but was not advised of icing conditions in clouds and precipitation above the freezing level to 18,000 feet, as cautioned in the current area forecast.
Flight
After takeoff, while climbing, the pilot encountered clouds and reported "some light icing" between 5,500 and 6,000 feet. The climb continued until the aircraft was in clear air at about 10,000 feet. During the climb, predominantly rime ice and some mixed ice accumulated on the windshield and wings.
While descending to the destination, similar icing conditions were encountered until the aircraft was in clear air at approximately 4,600 feet. The pilot then flew in visual flight rules (VFR) conditions to clear the windshield.
Accident
Estimating about 1/4 inch of ice on the wings, the pilot began a turn to final at approximately 600 to 700 feet above ground level (AGL) with a 10-knot safety margin (90 knots). During the turn, the aircraft stalled. The pilot stated that corrective action was applied, but the engine did not respond to full throttle. Before recovering, the aircraft struck the ground and slid about 300 feet to a stop.
Post-Accident Findings
After the accident, ice was found on the wings, approximately 3/4 inch thick at the leading edges.
