Accident Details
During a VOR approach and circling maneuver to land, the aircraft collided with trees and a fence, subsequently impacting on a roadway short of the intended runway.
Weather Briefing and Icing
Prior to departure, the pilot obtained a complete weather briefing. The briefing included SIGMET Golf 1, which advised of moderate, occasionally severe icing conditions. Numerous pilot reports of icing along the planned route of flight were also included.
Witness Observations
Witnesses reported observing ice on the leading edges of the wings. Additionally, pieces of ice were noted on the ground surrounding the aircraft.
Pilot Report
The pilot reported accumulating approximately 3/8 inch of ice during the descent to the airport. The pilot also stated that wind gusts and windshear were encountered on final approach.
