What happened
The pilot, who was not instrument rated, departed an airport with an elevation of 397 feet under a Special Visual Flight Rules (SVFR) clearance. The intention was to return home. At the time of departure, the weather conditions at the airfield included a sky that was partially obscured with broken cloud layers estimated at 900 feet and overcast layers at 3,000 feet. Visibility was reported as four miles in rain.
During the initial climb out, visibility decreased rapidly to one mile. The pilot became uncertain of her position as the weather conditions deteriorated. While attempting to navigate through the poor visibility, she encountered rising terrain and initiated a climb to avoid it. Subsequently, the aircraft crashed into mountainous terrain located approximately eight miles south-southeast of the departure airport. The impact occurred at an elevation of approximately 2,800 feet.
