Overview
An aircraft crashed on a road after the engine lost power during flight. The accident aircraft had a known issue with fuel caps leaking water into the fuel tanks, and previous repair attempts had been made. Approximately 3 to 4 inches of rain had fallen since the aircraft was refueled about two days before the accident.
Preflight and Takeoff
During the preflight inspection, water was found in the fuel tanks. Despite this discovery, the aircraft took off. Shortly after departure, the engine lost power, prompting the pilots to decide to return to the airport.
Maneuvering and Crash
The second pilot reported that the pilot-in-command (PIC) was flying the aircraft. After reversing course, the stall horn activated. Subsequently, the aircraft crashed on a road after clearing a building, a 25-foot sign, and a 25-foot palm tree.
Postcrash Examination
Examination of the engine fuel system after the crash revealed water contamination. There was no evidence of mechanical failure or malfunction in the engine. Further testing showed that both the left and right fuel tank caps leaked water into the tanks.
Pilot Information
The PIC's logbook indicated that he had last flown 11 months before the accident.
Conclusion
The investigation determined that water contamination in the fuel system, from leaking fuel caps, resulted in engine power loss. No other mechanical issues were identified.
