Sequence of Events

The flight instructor stated that ground control cleared the airplane to taxi to the run-up area in the vicinity of runway 25. A Piper Cheyenne was already in the run-up area. The airplane taxied to the right of the Cheyenne and conducted an engine run-up. After completing the run-up, the airplane made a right 270-degree turn without contacting the tower. The airplane then taxied behind the Piper Cheyenne, which was still conducting an engine run-up.
