Incident Overview
A pilot conducted a landing on runway 09, despite the windsock indicating that runway 09 was in use. The pilot elected to land downwind because of obstructions on the departure end of the runway. The touchdown occurred at 80 knots with 30 degrees of flaps, approximately 150 feet beyond the runway threshold.
Sequence of Events
After touchdown, the aircraft bounced several times. In response, the pilot added 'some' power to stabilize the oscillations. As the aircraft neared the departure end of the runway, the pilot became concerned that he would not be able to stop. He applied power to abort the landing and raised the flaps to 20 degrees. During the abort, the aircraft struck a car that was traveling along the airport boundary. Following the impact, the elevator controls became jammed. The pilot then reduced power and made a forced landing.
Witness and Physical Evidence
A witness estimated the wind as from the east at 10 knots, gusting to 15 knots. Skid marks were observed near the left side of the departure end of the runway. A post-accident inspection revealed that the flaps were at 10 degrees at the time of inspection.
Conclusion
The pilot chose to land downwind despite the windsock indication, and the subsequent bounced landing and aborted go-around resulted in a collision with a vehicle on the airport boundary. The flap setting was found to be different from what the pilot reported during the abort.
